Understanding South Windsor’s Town Budgeting Process

Every year, South Windsor’s Board of Education and Town Council work together to create the town’s budget.  They look at how much money the town will get from taxes, grants, and fees, and then determines how to spend it on things like public services, infrastructure, paying off debt, and community programs.

During the process, they consider state rules, labor contracts, and other obligations.  They also look at the town’s regular expenses.  They have to make tough decisions about what to cut from the budget to keep taxes as low as possible for residents.  Cuts are not taken lightly.  They are reviewed by South Windsor’s budget committees, the School Superintendent and the Town Manager.  The Town Council also meets with the different departments like police, fire, public works, and parks and recreation to review funding requests. After evaluating these requests and estimating the available money, they create the final budget. This budget is then presented to South Windsor’s residents for comments and feedback. 

The Board of Education and the Town Council vote on the final budget to either approve it or send it back for further adjustments.  Once approved, the final budget serves as a financial plan for the upcoming year, guiding spending and making sure the town operates within its means while addressing priorities like safety, maintenance, economic development, and the school system.  Regular monitoring and adjustments occur throughout the year to respond to unexpected changes in revenue or expenses.
